E-mail marketing? Can I do this?

I got about 30 emails off of some websites that were compatible with my business model.
If I send them each individual emails stating I am local to their business and I got their address from their web site.
I have been looking on the net and all the rules I see are in regards to bulk email, which I won’t be doing.
So do those rules apply to me? Can I approach a business in this manner?
Does anyone have a real answer for me and not spam?
Bulk or not, unsolicited email is still SPAM. If any of the businesses you send an email to reports you – you could be opening up a real can of worms.
Penalties can be imposed for any business caught defying anti-spam rules; you can even be blacklisted by ISPs.
Why not CALL these businesses, and ask for permission to email them?
PERMISSION is the key to avoiding be labeled “a spammer”.
