is there any free software for sending bulk mail

we love yahoo normal emailing but not bulk emails these are good for people who are young need them. we both are retired. please remove bulk in our yahoo screen email thank you

A 12-year old school boy broadcasts in an email message a program which when run freezes the computer including any I/O. The boy sends his program from his school using a school-owned computer as an attachment to an email message after disguising the program with an icon labeled “free game.” The harm is only caused if the attachment is opened but not when the email message is read. The email reaches schools, hospitals and government institutions where the program is opened and run and computers are frozen in dozens.
what kind of severe harm or inconvenience caused by the boy’s and what kind of punishment all who are responsible should receive?
